Qualifications and Experience

The following individuals are the principals involved in the Field Operation and Environmental Consulting divisions within T & C Consulting:

Craig A. Pangburn
President/Licensed Geologist
Great Bend, Kansas

Twenty (20) years experience in the permitting, drilling, installation and completion, and operation of Salt Water Class II disposal well systems, which also includes providing geological evaluations, workovers, re-certification and mechanical integrity testing of Class II (oil, and gas related) salt water disposal wells.  Craig possesses quality experience in maintenance and operation of oil producing property.  In addition, he has experience and knowledge in the permit application process, geological evaluation studies, drilling, completion, well workovers, mechanical integrity testing and reservoir formation testing of Class I, III and Hydrocarbon Storage Cavern Wells in order to comply with local, state and federal regulatory agencies.   He has approximately nine- (9) year’s experience in formatting and completing Phase I and II environmental projects related to the commercial, industrial and residential markets.  He has completed numerous Spill Prevention Control and Countermeasure Plans (SPCC) throughout Kansas.

Thomas H. McGlinn

Forty-eight (48) years experience in the managerial and accounting aspects of a large corporation, which was diversified in the oilfield and manufacturing industries in a five-state area.

Daniel (Dan) Murta
General Manager of Consulting

Dan's experience includes thirty-eight years experience in various phases of the oil and gas industry.  Experience includes exploration both onshore and offshore.  Supervised drilling wells from 1000 feet deep to 18,000 feet deep.   Experience also includes well completions, well workovers, lease evaluations and acquisitions, supervision and management of normal daily operations.  Dan provides quality service related to pressure build-up and fall-off testing in relation to Class I and II disposal wells.  Quality experience in the submission of proposed plans, reports and documents to local, state and federal regulatory agencies.

Charlie Yager
Field Consultant
Holyrood, Kansas

Charlie has thirty-eight (38) years experience in the operation and management in the underground storage of liquid petroleum gas and liquid processing and gathering systems.  He worked previously for Northern Natural Gas, Enron, Kinder Morgan, and KN Processing.  Charlie was a member of an industry task force team formed by the Kansas Department of Health and Environment to assist in revising and exploring underground storage and regulations.

Wayne Jenkinson
Special Projects Supervisor
Great Bend, Kansas

Twenty five (25) years of experience in the environmental industry which includes 14 years open hole and cased hole logging experience in Kansas, NW Oklahoma, the Texas panhandle and Alberta, Canada.  Wayne's experience also includes 7 years as District Manager for Baker Atlas in Woodward, OK, and one year as instructor in Odessa, TX training new engineers in logging operations and tool theory.

Mike Davis
Field Consulting Supervisor

Twelve (12) years experience in the maintenance and operation of salt-water disposal systems and deep disposal wells as well as the specific report writing necessary in the permit application process and re-certification of Class I, II, III and V wells.  In addition, Mike has valuable experience in numerous computer programs.

Mike Rose

            Recognized as an expert in the environmental services field showcasing more than 15 years of proven success in domestic and international environmental compliance management.

 

            Identified regulatory requirements for all municipalities, state and federal EPA, air quality, disposal hazardous waste disposal, special projects involving installation and removal of underground storage tanks (UST).  Completed Phase I & II of environmental site assessment requirements and reporting.  Maintained compliance with environmental agencies and enforced regulations including site specific emergency response plan for SARA Title III requirements solid waste, Clean Water Act, RCRA Act, TSCA, EPCRA, CERCLA and UST.
